Empowering Teachers for Inclusive Education in Palestine


In 2015, the Palestinian Ministries of Education and of Higher Education adopted an Inclusive Education Policy. However, the qualifications of many teachers are not yet sufficient to fully implement this policy. TeachIn is a three year project that aims to develop and implement a master programme for inclusive education in four Palestinian universities (Birzeit University, Alquds University, Annajah National University, Islamic University of Gaza). In-service teachers and future generations of teachers throughout Palestine will develop capacities for inclusive education. The Ministry of Higher Education represented by Accreditation and Quality Assurance Committee (full partner) and the Ministry of Education (associated partner) will support this process and thereby assure sustainability. The two European universities, Humboldt-Universität zu Berlin and University of Vienna, will support the capacity building and the development of the curriculum and its courses. The project will have the following outcomes and impacts:
• A needs analysis identifies the strengths and weaknesses of teacher training programme in Palestine with regards to inclusive education.
• A curriculum for a MA programme for inclusive education is developed, evaluated, accredited and available as a handbook.
• Detailed handbooks for 12 different MA courses are available.
• The quality of teaching in each partner university is raised by capacity building of their academic teaching staff.
• The MA programme is implemented at four universities and about 100 students with and without disabilities are enrolled. The first courses start in the third year of the project.
• Resource centres at four universities are established and provide books, assessment tools, learning and teaching material for inclusive education.
• A policy guideline for educational institutions for inclusive education is developed and publicly available for universities, ministries, schools and other interested parties.
