ZA-NExUS_2: ‘Sustainable Agricultural Policy – Conserving Nature, Protecting the Environment: Follow-Up Study’
The ZA-NExUS_2 project operationalises the concepts of a ‘Future-oriented social contract for agriculture’ and a ‘New architecture for agriculture policy’, which have been developed during the ZA-NExUS project. This follow-up study also explores their acceptance and practicability with farmers and experts.
The project comprises four stages:
1) The concepts developed in the ZA-NExUS project of a "future-oriented social contract with the agricultural sector" and the "new architecture for the CAP" are operationalised, in particular the following policy instruments:
• landscape conservation premium for locations with relatively rich landscape structures,
• premiums for basic agri-environmental and climate protection measures,
• regional agri-environmental and climate protection programs (suggestions for further development),
• Cooperation Program Nature and Agriculture,
• measures to develop sustainability-based value-added markets,
• proposals for more effective regulatory law.
2) The reactions to the operationalised ZA-NExUS model of farmers as well as the environmental and agricultural administration and other experts are assessed through explorative in-depth interviews in four agricultural regions and through workshops in Germany and Brussels.
3) The effects of expected policy proposals for the Common Agricultural Policy (CAP) on the objectives of nature and environmental protection are assessed.
4) The results are brought into the scientific, public and political discussion by means of a policy paper and a final report.
