It was the aim of the study to analyze current housing conditions in Germany in order to develop a better understanding of the challenges for housing policies as well as to define demand-based criteria for housing and anti-poverty policies. Furthermore, through a social need assessment the study provides a substantial contribution to a strengthening of a social orientation in the current housing debate.
